The Town of Lincoln is one of seven municipalities within Niagara Region that participates on the Joint Accessibility Advisory Committee (JAAC). The partnership also includes the Town of Grimsby, the Town of Pelham, the Town of West Lincoln, the Town of Niagara-on-the-Lake, City of Port Colborne, and the City of Thorold. 

JAAC provides advice and assists the Town in promoting and facilitating a barrier-free municipality for citizens of all abilities (universal accessibility), including persons with disabilities. In addition, the Joint Accessibility Advisory Committee assists in the preparation and revisions of the Accessibility Plans for all partner municipalities which include recommendations that have been identified by numerous facilities and policy audits.
