Council approved By-law 2022-15, being a by-law to establish a joint library between the Town of Lincoln and the Town of Pelham under a Union Library Board. 

The Lincoln Pelham Public Library Board acts a quasi-judicial body that ensures the libraries' operations are conducted in accordance with the Public Libraries Act, 1990, and any regulations enacted thereunder. 

In accordance with the Public Libraries Act, 1990, a board member shall hold office for a term concurrent with the term of the appointing council, or until a successor is appointed, and may be reappointed for one or more further terms.  R.S.O. 1990, c. P.44, s. 10 (3). 

The total membership for the Lincoln Pelham Library Board is 11, with a composition of:
- 6 Members from Town of Lincoln; and
- 5 Members from Town of Pelham.
